Sets the WP100 intervention portfolio (drip irrigation, conservation ag, herd vaccination, etc.) and subsidy level; perceives basin outcomes and adapts when the adaptive flag is set

Cross-scale flow: policy portfolio β†’ basin signals β†’ community broadcasts β†’ household decisions; aggregated back upward each step. Households also feed water demand back into the SWAT↔ABM coupling, closing the loop on perceived water availability.
